So, which is it? Is the street flooded or is there a dip? And when it rains is it a flooded dip? And in the summer time it's just a dip? Here is an idea that nobody has thought of... fix it. Who would order a sign that has both "flooded" and "dip" on it in the first place? Have you noticed that when it's raining that it is too flooded to flip the sign down to let people know that the street is flooded? How does this make any sense?
